Full Journal pdf1999-03-17 House Journal Page 0492 HJR 11 The following was read the second time: 1999-03-17 House Journal Page 0493 HJR 11 HOUSE JOINT RESOLUTION NO. 11 Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge, Alaska, to oil and gas exploration, development, and production. with the: Journal Page O&G RPT CS(O&G) 5DP 1NR 234 ZERO FISCAL NOTE (H.O&G) 234 RES RPT 6DP 1NR 318 ZERO FISCAL NOTE (O&G) 2/17/99 319 Amendment No. 1 was offered by Representative Kerttula: Page 3, line 7, following "it": Insert a new paragraph to read: "FURTHER RESOLVED that the Alaska State Legislature opposes any unilateral reduction in royalty revenue from exploration and development of the coastal plain of the Arctic National Wildlife Refuge and any attempt to coerce the State of Alaska into accepting less than the 90 percent of the oil, gas, and mineral royalties from the federal land in Alaska that was promised to the state at statehood; and be it" Representative Kerttula moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Green objected. The question being: "Shall Amendment No. 1 be adopted?" Representative Green moved and asked unanimous consent that HJR11 be considered engrossed, advanced to third reading and placed on final passage. There being no objection, it was so ordered. HJR 11 was read the third time. The question being: "Shall HJR 11 pass the House?"
